BAB 092/26: Recalculation of standard costs for fruit and vegetable producer organizations

As part of the planned amendment of the GSP-AV and the GSP 2026, changes are also to be made in the area of sectoral interventions for the fruit and vegetable sector. In the course of this, the BMLUK and the AMA approached the BAB to calculate standard cost rates in accordance with the European Commission's guidelines for predefined interventions. The flat-rate system promoted by the European Commission contributes to more efficient administration, a reduction in bureaucracy for applicants, greater planning security and thus a simpler implementation of funding projects. The calculations carried out by the BAB serve as a basis for decision-makers to make adjustments to the GSP-AV and GSP 2026 and are expected to be applied as early as 2027.

Objective

The aim of the project is to calculate unit cost rates for the interventions selected by the AMA in order to derive aid rates for the operational programmes of the producer organisations. In addition, the calculations carried out are to be documented in the form of short reports. These reports describe both the calculation logic and the calculation and data bases. As of December 2025, unit cost rates are to be calculated for the following interventions specified by the AMA:

1)    GSP 47-14 (Improving resilience to pests and plant diseases)
•    Resistant seeds – green peas
•    Grafted seedlings – tomatoes
•    Grafted seedlings – cucumbers
•    Grafted seedlings – aubergines 
•    Grafted seedlings – peppers
2)    GSP 47-16 (reducing pesticide use)
•    Use of beneficial insects – tomatoes
•    Use of beneficial insects – cucumbers
•    Use of beneficial insects – peppers
•    Use of beneficial insects – aubergines

3)    Evaluation of existing unit cost rates for confusion/innovative plant protection as well as grafted seedlings (GSP 47-16 Reduction in pesticide use) and GSP 47-14 Improvement of resilience to pests and plant diseases)

Work in 2026

  • Literature research on relevant work, studies and articles on the individual interventions,
  • Conducting expert surveys on the respective interventions,
  • Collection and processing of data; the BMLUK and AMA have agreed that the EOs will be involved in the project from the outset and are prepared to provide both quantitative and qualitative data to an appropriate extent,
  • Kick-off meeting in early 2026: The kick-off meeting will bring together all stakeholders (BMLUK, AMA, BAB and EOs) and aims to create a common understanding of the unit cost system. In the course of the work, further stakeholders and market participants will be involved.
  • Obtaining as many offers as possible (depending on the product, there are sometimes only a few suppliers).
  • Calculation of unit cost rates and determination of the subsidy rate. Depending on the available data, the cost rates will fall within a certain range, within which decision-makers can set a cost rate (e.g. based on minimum costs, average costs,
  • Preparation of documentation (descriptive part of the documentation, collection of data).
